Stage 1

The initial response to crime is how the police are informed of the crime, how and who the crime is reported by. This is how the police are made aware of the crime, once the police are aware of a crime they will then choose how to respond to the crime, such as send out police to the crime scene. Crimes can be reported in different ways such as a phone call from a witness or from the criminal themselves, by someone walking into a police station and reporting the crime face to face, by a passerby or by evidence being found and handed in to the police.

The sooner police are informed of a crime the better, as then there is less chance of evidence being contaminated. The purpose of this stage is for the crime to be reported and for the police to make a decision to whether a crime has been committed and what that crime is.

In the James Bulger case, James' mother informed the security guard in the The Strand shopping centre that her two year old son James had gone missing. The security guard failed to find him in the shopping centre, therefore rang up the nearest police department to inform them that James had gone missing. The police searched the shopping centre for James at around 4pm, The Strand closed at 5:30pm and James had still not been found. The police informed the CCTV crew of The Strand that James Bulger was missing and asked them to view the CCTV footage from that day to see if they could locate James on any of the footage. The police then launched a major search in Bootle, Liverpool for James Bulger, he was then classed as a missing person.
